Add, End "Exclusions from MSG Outcomes" History Item

Certain students are excluded from federal Measurable Skill Gains (MSG) reports. They will not be reported on NRS Tables 4 and 5 and SiD Level Gains, MSGs, and Post-Test Rates report. This article describes how to add or end exclusion history items.

Use the history group NRS/WIOA - Exclusions from MSG Outcomes to create a new history item for students who exit your ABE program due to one of the following situations:

  1. Active Duty Military deployment (90+ Days) - Students exit the program because they are members of the National Guard or other reserve military unit of the armed forces, and are called to active duty for at least 90 days.
  2. Entered incarceration/treatment without ABE access - Students exit the ABE program because they have become incarcerated in a correctional institution or facility providing 24-hour support (such as a hospital or treatment center) during the course of receiving ABE services.
  3. Long Term Hospitalization (90+ Days) - Students exit the ABE program because of medical treatment, which is expected to last longer than 90 days and prevents entry into unsubsidized employment or continued participation in the program.
  4. Student Deceased - the student is now deceased

Add an Exclusion from MSG Outcomes history item

  1. Go to the Students>History tab.
  2. Complete the student history form.
    • Effective Date: use the date the student stopped attending your program or passed away 
    • History Group: choose NRS/WIOA - Exclusions from MSG Outcomes 
    • History Item: choose the appropriate exclusion 
    • Optional Status: No need to select an item from this menu
  3. Click the Save button.

End an Exclusion from MSG Outcomes history item

When an Exclusion no longer applies to the student, EDIT or REMOVE the history item.

  • EDIT the Exclusion item when it was created in a PRIOR reporting year but is no longer relevant for this student in the current program year
  • REMOVE the Exclusion item only when it was created in the CURRENT reporting year and is no longer relevant for this student.

EDIT the Exclusion history item

Edit an Exclusion created in a prior year by giving it an End Date. An End Date can be added by any ABE program that shares the student.

  1. From the Students tab, select the name of the desired student. Go to the Students>History tab.
  2. From the history rows, select the Exclusion history item.
  3. On the Edit screen, type an End Date of June 30 of the last NRS Program year. 
  4. Save changes.

The Exclusion history item row will show the End Date you typed.

REMOVE the Exclusion history item

Remove an Exclusion created in the current program year by using the Remove This History link. Only the ABE program that created the Exclusion history item can remove it.

  1. From the Students tab, select the name of the desired student. Go to the Students>History tab.
  2. From the history items, select the Exclusion row.
  3. On the Edit screen, click the Remove this History link and follow the prompts if you’re sure.
  4. Save changes.

The Exclusion history item row will no longer appear as a student history item.
