Level Gains when a student drops a level

Here's how student level gains are counted when a student drops a level during the NRS program year.

• When a student starts at a level, drops a level, then regains it during the year, there is no level gain.
  Example: during a single NRS year, a student started at ABE 3, dropped to ABE 2, then tested again at ABE 3. There is no gain.
  
  
• When a student starts a level, gains a level, then drops back down again, the highest test WILL denote a level gain.
  Example: during a single NRS year, a student started at ABE 3, increased to ABE 4, then dropped back down to ABE 3. There is one gain, from ABE 3 to ABE 4.

At the beginning of a new NRS program year, SiD ignores all level gains from the previous (old) year. The EFL for each subject is based on pre-test results for the new year.
