Federal NRS guidelines allow programs to report Measurable Skill Gains (MSGs). This article explains how to select history items for students who earned MSGs in Integrated Education and Training (IET) and Workplace Literacy classes.
MSGs covered in this article:
- MSG 3 - Post-Secondary transcript (IET students only)
- MSG 4 – Progress toward milestone (IET or Workplace Lit students only)
- MSG 5 – Passage of Occupational Exam or Demonstration of Progress Attaining Technical/Occupational Skills (IET students only)

SiD records must be properly marked to show that a student earned an outcome for these MSGs. Students must:
- be enrolled in a class with a Class Instructional Mode marked as IET* or Workplace Literacy AND
- have the appropriate history item selected on their SiD record and marked as MET during the NRS Program year
*Note: IET classes must be approved by the MDE. The IET approval form can be found on the MNABE IET page: http://mnabe.org/career-pathways/iet.
MSG 3 – Post-Secondary transcript (IET students only)
For this MSG, an IET student must complete at least 12 post-secondary credit hours per semester during the program year. Part-time students must earn 12+ credit hours over two completed consecutive semesters.
When an IET student meets the requirement, create a new history item on their SiD record.
- In SiD, go to the Students>History screen, new history item form
- Effective Date: use the date during the program year when the student received the transcript.
- Select the "Goal - NRS Primary" history group. From the History Item menu, select “12+ postsecondary credit hours earned in an IET (MSG).”
- Status: select MET <---IMPORTANT!
- Click Save
MSG 4 – Progress toward milestone (IET or Workplace Lit students)
For this MSG, an IET or Workplace Lit student must have a satisfactory or better progress report towards established milestones from an employer or training provider.
When an IET student meets the requirement, create a new history item on their SiD record.
- In SiD, go to the Students>History screen, new history item form
- Effective Date: use the progress report date
- Select the "Goal - NRS Primary" history group. From the History Item menu, select “Progress Toward Milestones (MSG).”
- Status: select MET <---IMPORTANT!
- Comment (required): Add details of what the progress was and how it was demonstrated
- Click Save
MSG 5 – Passage of Occupational Exam or Demonstration of Progress Attaining Technical/Occupational Skills (IET students only)
For this MSG, an IET student must successfully pass an exam that is required for a particular occupation, or attain technical or occupational skills as evidenced by trade-related benchmarks such as knowledge-based exams.
When an IET student meets the requirement, create a new history item by choosing one of the MDE-approved credentials.
- In SiD, go to the Students>History screen, new history item form
- Effective Date: use the date the credential was earned
- Select the "Goal - Credential Earned" history group. From the History Item menu, select the credential that applies*.
NOTE: If the menu doesn’t list the credential for your student, you may need to turn on visibility for the credential. See this help article: Display/Hide Goal: Credential Earned - Status: select MET <---IMPORTANT!
